Hello, could anyone help us regarding this issue, our organizations are tight on budget for tools like Atlassian. So in our forecast bill for this August, we suddenly have JSM bill besides the usual JIRA & Confluence monthly bill, when we check, our user that have org-admin role are automatically subscribed to JSM. When we try to unsubscribe, it gives error because the user have access group to org-admin. Do we need to limit the user of org-admin to 3 users so we don't get billed or is there any other way?

Please check, your org admin group is not giving product access to JSM.
Identify the org admin group and check product access it is giving, try to remove JSM from that.
To remove access from a group:
Go to your site's Admin at admin.atlassian.com. If you're a site administrator for multiple sites or an organization admin, select the site's name and URL.
Select Groups
Open org admin group scroll to bottom, from Group product access remove JSM

From the context of your question Yes, your Org admins need to be reduced to 3 or less.
Org or Site admins will initially always be granted access to any product and therefore will consume a license.

Note: If this group is there, it seems like this is rolling out and not every instance has this option yet.
