Email template with HTML Format

I have actually a question, is it possible to choose an html template to notify someone via mail. 

Can you provide me the steps?

I believe what you're asking for is documented in this documentation. You can also send out email notification using automation (using "Send email" as a "Then" action), which can be send using HTML format.
