While this is an old question, I wanted to make sure to comment here that Atlassian has done several big changes throughout the last several years in order to merge the user administration with all its services.
With that, an expert option is now easily available in the Admin area (https://admin.atlassian.com/) which allows also to pick from several different options before exporting, see below and here: https://confluence.atlassian.com/cloud/export-users-from-a-site-833925313.html
