In Jira service management we have a project called helpdesk that we use as our IT ticketing system.
We have all our users auto provisioned and synced from 365 and their names and emails address and department all get updated into jira and show in the project under people.
I am trying to get the department from the synced users to get applied to a ticket when the user submits a new ticket.
nope, just the Atlassian app in Azure AD and Atlassian administration's managed accounts and user provisioning.

If you are using Azure AD, I'd take a look at this app - it allows you to populate user attributes to custom fields!
