At first glance I would be inclined to diagnose the project's disappointing performance as a poorly managed program that had issues flooding in from every direction from day 1 and the admins never could get their footing.
Wait a minute, nevermind. This is what happens when you purchase 3 new domains whose emails servers will serve as the primary communication channel ... AND NOBODY bothered to warm up the ip server of the newly minted domains that start blasting out thousands of emails daily while having their DMARC not being at enforcement . Which also effects deliverability of the primary communication tools EMAILS.
