Hi Aykan:
A few thing you need to verify:
1) Is the user account's email address is valid in your JSM site?
2) Are other users also not getting the email notification when issue is assigned to him/her?
3) Validate the project's notification scheme is configured properly where "Assignee" is being called out for the default "Issue Assigned" event?
4) Check with your network admins (i.e. Exchange team) to ensure that emails coming from your JSM env are not being blocked. If it is not, then ask your user in question to check his/her email client apps are not filtering emails to some other areas in the app.
If all things checked out fine, then you should contact Atlassian Support (https://support.atlassian.com) for further assistance since they can access the site backend logs for possible issues.
