I'm having difficulty enabling access for an employee to setup a JSM project. I am the admin for the jira account, but I don't want to handle configuration for JSM at all. How do I pass off access so that they can create and configure JSM projects without any input from me?

Creating projects does require Jira Admin permissions, unfortunately. I would not recommend granting that permission to users, as there's a lot more linked to that permission.
Unless you let them create team managed projects: these are designed to be created by teams themselves and you can delegate that permission in global permissions / create team managed projects. Have a good look at this article describing the differences between team and company managed JSM projects to get an idea of what the impact may be.

If you're a Jira admin and don't want to be responsible for setting up Jira Service Management (JSM), it's possible to fully delegate that responsibility to another user.
Here's what worked for me:
Grant the person “Create Projects” global permission so they can create JSM projects.
If you want to avoid giving full Jira Admin rights, you can create the project yourself and assign them the Administrator role in the project’s People settings. This gives them access to configure request types, queues, workflows, forms, SLAs, and so on.
