We are a non-profit considering moving to Jira server (from Jira cloud). We are going to recreate everything from scratch this time, but in a year or two if we want to move to AWS from a cheaper server, will that be pretty easy to move over and retain all our workflows, forms, and data? Or will that be a big lift?

It's not a hard work, you can export a backup and import it on your new instance.
