Is it possible to create a report of tickets by time to first response? (or JIRA filter)
I need to see how long opened tickets were unassigned.

I'm assuming you already have an SLA configured for Time to First Response. If you have the Service Desk Team, you can create a new report for this SLA:
Just create a new report and add the Time to First Response SLA as a Series.
