I have a project where i restricted the channel access.
But I don't know how to create just a portal user and no jira user for this project. When I open the portal url and create user for the portal, I get the information that I have no access to the portal.
But when I try to see other portals, i got to another project with no restrication because for this no restriction extis because we want to enable customeres of this project to send also mails.
So how can I access portal customers to the restricted project and is ther a option to restirct the other project but still enable the mail function.
Because we don't want that customers see both projects in there help center.

As you have already restricted the customer permissions, only added users can create tickets in your service project.
To add customers, go to project settings --> Access --> People and access
Add required email in to Service Desk Customer role.
Direct url for adding people is https://<domain>.atlassian.net/plugins/servlet/project-config/<PROJECTKEY>/people
You can configure related to service project from https://<domain>.atlassian.net/jira/servicedesk/projects/<ProjectKey>/settings/email
when i add customers with your provided method, I also can create portal users only, so that I don't have to pay for new users?

You don't need to pay for cusomtomer users. License is only for agents.
If you are still in confusion, you can check it by adding only one user to customer list.
