Is it possible to disable notifications by each customers?
I wanna exclude the customer who are in "Request participants field" of each ticket from ALL notifications, but internal/customer notification settings are not user / custom field base...
Is there any way to manage notification rules by "user" or "custom field" base?
Automations, workflows any other ways are all okay.

If you are looking for maximum flexibility you can either go with Automation where you can set up rules with the action "send email" or "send enhanced email" or if you wish to go even further look at an app such as Email This Issue on the marketplace (https://marketplace.atlassian.com)
If you then turn off the notifications on the project, you'll have full control over what goes out and when.
I personally like the app as it has more advanced flexibility when it comes to configuration but I'd suggest to install a trial and see if you like it.
