Hi, is there anyone can help me about this error?
I am inviting a new Jira user with different domain, and this is a normal thing in our company. I have already deleted lots of suspended users and having enough free user I think.
However, error below is persistent. What is causing this issue?

It's possible that the user with the provided email was already invited to the organization and later suspended.

Was the user added to your organization previously?
Could you please try searching for them in User Management? Make sure to remove all filters before doing so:

I'm encountering the same errors when I'm trying to invite 2 new external users and I've checked them in the system and they are not deactivated users.

I’m still encountering the error and currently looking into a resolution.
The issue does not occur when the user is within the same domain, it only appears when inviting an external domain.
