In Jira Service Management, the assignee field typically displays only the current user assigned to the ticket. However, my requirement is to generate a report that includes all past users who have worked on the ticket.
Is there a way to achieve this in Jira Service Management?
You can use the "History" tab in the issue screen to tracks the changes the issue went through including the assignee changes. You can also use Jira Rest Api's to pull this information and build your own custom solution.
However if you need detailed reporting to track history changes for multiple issues, you may want to have a look at a mktplace app for the same.

In Jira Service Management, you can check the History tab of an issue to see past assignees, but Jira's Assignee field only displays the current user assigned to the ticket. If you need to generate a report that includes all past assignees and the time they spent on each issue, you can use Timepiece - Time in Status for Jira developed by my team at OBSS.
With the Assignee Duration Report, you can:
See all past assignees for a ticket.
Track how much time each assignee spent on the issue.
Filter and export reports for deeper analysis.

For a comprehensive and exportable report, if you are open to using apps, you can use Issue History Dashboard for Jira , an app released by our company.
Filter by Field Updated - Assignee.
You will be able to see all records where the assignee was changed.
If you are looking for a specific assignee, you can also filter by Value From and/or Value To to contain the name of the user.

If you do not mind using Jira vendor apps, eazyBI can analyze and visualize issue assignee changes. In the report, you can filter data by a specific project, assignee user group, period when the assignee was changed, and other issue fields.

You can see all changes that have been done on the Assignee field in the ticket in Tab: Activity.
