As far as I know, there's no way to disable the "Draft a reply" button directly. But you can try reaching out to Atlassian support, they may be able to turn it off for you.
If you're not using Atlassian Intelligence at all in Jira Service Management, you can disable it from the Atlassian administration > Settings > Atlassian Intelligence (see documentation):

I put a support ticket in with Atlassian. Our support teams are asking for the button to be removed. This should not appear unless we enable Atlassian Intelligence.

We have tenant-wide AI enabled and I also would like a way to disable this button within replies, ideally as a per-user setting. The button's presence breaks the workflow of hitting Tab -> Space to submit a comment. Now Tab must be hit twice.
