Is there a way to move all assigned issues from one user to group of users utilizing balanced workload rules? Is this possible?

I'm the product owner of the Out of Office Assistant for Jira Cloud. This app provides a functionality that works very similarly to what you're describing:
If balancing workload is very important to you, you can also build some gadgets to visualize how many issues the app has reassigned to each user and monitor that.
Is this something that would work for you? I have to admit that right now you can't simply pick a group for backup -- you would have to manually pick each group member. But it's pretty high up in our backlog and it's something we'll probably implement in the future.

I hava one more question, the APP is Free up to 10 users, right? Can we select the 10 users? Only the issue owners will have that option.

Regarding the number of users, yes: all our apps are free for up to 10 users. However, you have to know that Atlassian will always count every active user in the instance to determine pricing, and we have no power to change that. To be perfectly honest, the pricing of the app is already set to be fair even accounting for that.
That being said, if pricing becomes an issue, you can always reach out with a support ticket, and we can discuss how we can help you get started. Alternatively, you can book a slot with me through calendly, I can show you around the app and discuss any doubts you may have.

If you want to assign issues to individual users, you could do this via an automation rule.

You can not assign issues to a group of users.

Thank you for your explanation.
But, I think I didn't explain it right. We need reassign the issues using balanced workload rule.
Example:
One user has 25 Issues open with in his responsibility but he is going on vacation.
So these issues should be distributed to the remaining users

Jira rightly does not allow group or multiple assignees, so no, you can not assign issues to a group. Of course, there is nothing wrong with having other fields to say "issue also belongs to a set of people/group/team", in case you can't find the assignee, or to determine who can be assigned, or just to tell you who else to talk to.
You can reassign issues en-masse using the bulk edit function, and that applies to other fields as well, if you're using a group, team, or list of users field to show other invested people.

As I said, yes you can re-assign issues with bulk edit.
There is no "balanced workload" functionality in Jira though, it is a flat re-assign.
