JSM Alert Filter custom data

Is it possible to filter on a custom value in alert rules?

I have a text value in an incoming email's subject for the environment, and I want to assign P1 Critical priority to only Production. It appears that the filter "Description" is evaluated prior to assigning the Description for the alert, as this rule didn't trigger (a following rule caught it), and the "| 1 - Production |" text was inserted into the created alert.
