For Jira Service desk can I populate the "Description" field with a pre-defined template? This would be to prompt users to be more descriptive in their issue definitions.
If yes, can that template be customizable based on other selections (i.e. If they pick component X, you get one template. If they pick component Z they get a different template.

Yes you're able to set this.
You will need to create a custom field that's a multi-line text box. Name this field "Description" and assign it to the Jira Service Desk screens you desire.
Go into this fields "Configuration" and set the default value to be your desired template.
After this go into the Jira Service Desk screen's and remove the existing "Description" field.
Then you're all set!
