Is there a way to configure JIRA notifications so that all linked participants are copied on email notifications? Currently, when I receive a JIRA email notification, it only appears to be sent to me, without showing any other participants (e.g user a/user b. This makes it challenging to keep track if someone else responds, as I wouldn't see their reply unless they manually copy me. Can JIRA notifications be set up so that all relevant participants automatically receive these emails?

Not sure if you are open to use 3rd party apps to solve this, however, I'd like to invite you to check out our app:
It allows to create fully customizable notifications and set recipients accordingly (Request Participants, watchers, etc.) it also allows you to control if these are going to be cc'd or Bcc'd.

Based on your problem, Jira notifications are sent individually, so recipients can't see others who were notified. But you can make sure everyone who needs updates is included. you can try with Configure Notification Schemes:
Go to Administration > Issues > Notification Schemes and add recipients (e.g., Watchers, Reporter, Project Roles).
