Environment: Jira Service Desk Atlassian hosted service.
SAML2.0 based SSO with Azure AD.
Service Desk Project.
Requirements:
Bulk import users or users sync with Azure AD
- Portal based users must be able to login to the portal to create tickets
- These users must be able to send emails that will be converted to tickets
- Technicians must be able to create tickets on behalf of these users.
Currently no one from manually added customers can log in. The error message says "your email address doesn't have access to ***.atlassian.net
Does anybody else have a similar issue?

Could you confirm which is your version of Jira? Cloud our Server?
In case it is Cloud, currently, it's not possible to use the AD for authentication since this is under the Restricted functions in Jira Cloud applications.
In addition, in Jira Service Desk Cloud the customers (unlicensed users) don't have Atlassian Accounts (SSO) to log in and for this reason, they don't use SAML to log in either.
