I thought I had it solved --- But I just got a batch of tickets created for OOO responses.
I am using a custom email account. The email settings are below (2 images at bottom).
I checked the email properties of some of them, and they do include the line "X-Auto-Response-Suppress: All"
Also, I noticed my "test" which came in through the normal account and was from my email address is the only one that does not say "emailed request". Is that because i use my email address for my account in Jira?
Any suggestions?

Hi @Rob Rudloff I wonder if the attributes of email have changed where that handling from the previous solution aren't necessarily working any more. One thing I could think of would be to use some sort of automation to check the inbound work items as they are being created and delete them some how.
I still see Atlassian has this as an open request as I found JSDCLOUD-2311 on Atlassian's Jira site. I would suggest voting for and watching it for updates. I gave it a vote as well.
