Jira Service Management Cloud has a keyboard shortcut (m) that adds an internal comment to a ticket.
Is there a keyboard shortcut that adds a reply to the customer? We find ourselves needing to reply to the customer far more often than we need to add internal comments.

There is no way to go directly to "Reply to Customer". The keyboard shortcut "m" is not used to add an internal comment, but to add a comment in general, the internal one just comes first.
I would contend that that's a "distinctions without a difference," but I appreciate the confirmation!
