Need clear answer on which roles can access User Management without accessing billing

I gave someone the Administration role (not Site-Admin) and they are not able to access User Management.  I do not want them to have access to billing or even see it. 

In true Atlassian fashion, where nothing can be simple(!)  ...there isn't a comprehensive chart I can find anywhere that lays out the specific items each role has access to.  

Anyone have knowledge on how to give User Management access without Site-Admin access?

It looks like Atlassian are rolling out a 'user access admin' role you can assign.

What are the different types of admin roles? 

This role looks to be what you're accessing. Until it's rolled out though, it looks to be all or nothing access.
