We have a client who would like to turn off notifications on some statuses, they still want to receive when we write something to them or change the status to closed, but because they create so many tickets with us, they would like to be free to receive a message if we change the status to "Pending"
We have said that it is not possible, but have also said that I would ask if it is on the roadmap in the future.

Do I understand correctly that as a Customer Portal user, you want to limit email notifications when the status changes in the workflow? 🤔

I have no recollection that something like this is on the roadmap.
You can create automation rules that based on transition to a certain status will provide the customer with a notification.
The customer just can't enable or disable this.
