[Organizations] Is there a way to have a lead view all tickets but normal users only view theirs?

This is how we want to use it.
The idea is that if the Org Leader logs in they can see all the organization's tickets across the board but for normal users who when logging in only see their tickets not the whole organizations unless they are invited.

Is this something that is possible with this product or is there a workaround?

We are trying to have our customers ask questions/submit tickets but once part of an organization they all see the tickets and we cannot have that

You can accomplish this using Permission Schemes. Specifically, try creating a Permission Scheme where the Browse Projects permission is restricted to just "Reporter" and the Org Leader. This will ensure that the Org Leader can see all issues, but other users can only see issues if they were the original Reporter.
