I have a Jira project that is open for requests, no username and password are required, but for a specific email, when clicking on "View Request" it asks to register with a password.
The issue may be related with User Permissions. Please make sure that the project has the below settings:
Please note this configuration is not on a project-level, but instance level, meaning it would affect other existing service management portals you may have.
