Plans in JSM

are Plans (Advanced Roadmap) available also in JSM Premium?

I don't think Plans feature is available for JSM Premium only. But we can use JSM projects in Plans for Jira Software Premium or Enterprise plans.

As @YY Brother  mentions, Plans (previously known as Advanced Roadmaps) is a feature from Jira (Software) Premium. 

So if you only have a JSM subscription you will not have Plans.

You could look in to getting a very low Jira Premium subscription tier and then use the Plans functionality where the scope includes JSM projects.

Or if it is just a Plan like functionality you can always look towards the marketplace for app that do Portfolio management like Structure/BigPicture/... that kinda depends on your use case
