Hello, I have problems creating the issue types on my project. I have the role of administrator of the project and organization, but when I access to the "Project settings" and go to the "Issue types" i can see the existing types of issues but I cant see the button of "add new issue type" in the right corner.
Is it possible that I have some privileges problems tha only allows me to view but not create new issue types?
This issue solved itself or maybe it was a temporary bug. Somehow the missed options refreshed and appeared again. Thank you!

Is this a Next-gen project? Or a Classic project?
Can you go to Settings > Issues > Issue Types?
Please ensure that you possess the Administer Jira project role within the Global Permissions.

Can you confirm if you are the assigned with the Jira Administrators/Site Administrators rights?
Please see if you can click on the Clog Wheel symbol (upper right of the window) "Settings" >> Issues >> Issue Types?
For company managed project type projects, it is my understanding that only Jira Admins can add new issue type and change the project issue type configuration scheme.
For team managed project type projects, one will just need to be the project admins to add new issue types for the project -
