JSMを用いて、顧客への問い合わせページを作成しようとしていますが、

を実施しても、ポータルの特集(★)の設定以外できません。
JIRAの管理者権限で対応していますが、他に何か権限が足りない、もしくは契約面の問題でできないのでしょうか。ご教示いただけますと幸いです。

If you are trying to change the main portal UI looks/feels, then you will need Jira Admin rights. If you are not, then you can only change a few things just for your project (i.e. Service Project information: Name, Introduction text for your project, project logo) + your portal groups for your project's request type forms (When groups are created, you change the request type forms display ordering within each group)
For the main portal UI changes, you must be have the Jira Admin rights - by clicking the "See help center customization options" link at the bottom. This is what will looks like with the available functionality -
