Can we enable access to issues in a certain project for only people who are assigned to that card.
They shouldn't be able to view any other cards in the project. How to accomplish this ?
You will need to implement Issue Security Scheme configuration. Once it is done, then you will need to tag each issue's "Security Level" so that assignee can only see his/her assigned tasks in a project.

You will need to be a Site Admin/Jira Admin at the system level to setup issue security scheme.

hey @Joseph Chung Yin , Have a similar doubt, if we make a "Issue Security Scheme configuration" that allows GROUP A to view the issues, but the Project's permission scheme doesn't include that group in the "Browse Issues" permission, so would the Security group users still be able to see the issues?

If the users have access to the project (meaning they can browse the project issues), but he/she is not called out in the issue security configuration (i.e. not in the group that is used in your security level setup), then he/she will not be able to see the issues at all.
This is assuming that your issues were already tagged/assigned with the security level in question.
