Hi -
Can I enable ANY party to email a request into JIRA Service Management? I would like any user that we provide the submission email account to be able to submit a request into the queue.

Can you describe your use case a little bit more?
For now if I correctly understand your needs I can try to recommend you an add-on developed by my team - Smart Jira Forms. This plugin is very similar to JSM forms, but with ability to share forms externally via links or embed element(for example in your confluence page). Jira issues will be created after each form submission in a project of your choice. So you can share the form via email or as embed element in your email and anyone can submit it. Form can consist of various form elements, attachments and support conditional logic.
The add-on works with Jira Software, JSM,JWM.

We don't require a form to be exposed by external parties. The use-case is simple -
1. external users (any @domain.com email) submit a request to a designated email account that logs request in JIRA
2. internal parties get notified when a submission is received from external parties
3. email from external user is logged into JIRA
