I’m looking for a way to streamline our ticketing process by attaching an Excel file to tickets that users can download, fill out, and reattach when they submit their response. Ideally, the workflow would look like this:

Any specific reason why excel file can't be replaced by form? If the attachment is necessary, I believe you should add it into the transition validator. I found this question thread that might help you to start:

I want to attach an Excel file because the number of columns is fixed, but the number of rows can vary. Do you know it that some achievable via forms?

Hi Kashif,
I think it would be better if you use form to collect the information in Jira, then use the Jira Cloud for Excel apps to import the data into excel file.
Asking a user to fill the data in excel and uploading it back might cause maintenance issue in the future. Also, you are not able to validate the input data as well.
