Azure AD Setup for Jira

We're currently using Jira and would like to stay there.  I'm looking for a way to allow the end users whom have Azure AD accounts to be able to log into Jira to submit tickets.  I've read a lot of posts but no clear instructions on how to set that up if it is at all possible.  Is it?  I've read that I may have to purchase Atlassian Access but have not been able to get pricing on that if it is needed.

You can provision users trough Atlassian Access by syncing an AD group and don't allocate any product access. 

This gives the synced users only site access (which does not consume an Atlassian Access license).

If you have users in the same AD domain which  have product access (Jira,Confluence,Trello ..) then you have to pay for these users

I only need users to be able to log into Jira so they can submit help desk tickets.  If that is what Access will give me, I only need assistance in setting up that link.
