Jira allows anybody accessing the customer portal or sending an e-mail to the address associated with a JSM project, to create a customer account.
How can we get notified when such an account is created, so we can make sure that it is legitimate>

The ability to be able to create an account depends on your settings. Do you actually want to allow this, or do you want to block it? What are your requirements ?

I want to allow that people can create an account, either by going to the portal, or by sending an e-mail.
But I want to be notified when that happens.

Unfortunately, there is no system available that allows you to send a notification or alert when a new useraccount is created.
Your best shot is to view them via the admin module.
