Actually I had raised a question before in Jira for viewing the Issue screen better in Jira Service Management, but has not got a positive result.
But when I was searching the problem in web I found this ticket which gives a best view for viewing the screen in a tile with details

But we created a JSM project and the issue view/edit screen resembles like a basic excel view
This looks like a basic view and not in detailed format.
Just getting the data and showing the input.
Is there any options like viewing it in-detailed and more presentable like the top screenshot

Your first screenshot is of an old Jira Server view, one that Atlassian are moving away from, especially on Cloud, as you can see in your second screenshot.
There is no way to change the screen layout without amending the code that is generating the HTML that you are seeing. You can not change the code on Cloud systems at all, although there are a few apps that can inject things into the UI in some limited places.

You could amend the code on your DC install (don't do that - it's complicated and as soon as you do it, you are unsupported).
For Cloud, as I said already, you have no access to the code, but there are a few apps that allow you to make minor changes (mostly by adding panels or fields, not re-arranging the screens)
