Summary : When writing a comment ticket, when image is pasting from clipboard, all the previous written text is lost.

Bugs should go to https://support.atlassian.com/contact first, especially for Cloud, as a support request. Atlassian will convert it to a bug if it is one.
The community can try to help you, but a "bug" here is pointless.

There is no bug report form at that URL, it directs you to community. When you contact JIRA support through other means (e.g., Twitter), they tell you to pose it as a community question. So this is actually the correct way to do this. IMO, it's extremely poor UX.
