I am creating a project management template and was wondering if an issue that was created by one department (let's assume procurement created an issue to lease hardware) can trigger a follow-on issue for another department (such as, an automatic follow-on issue for the Legal team to review the contract for the lease)?

Well yes you can always create issues automatically in Jira using Automation. You can trigger these automation based on various events like workflow transition.
