I am wondering if there are any licensing regulations that prevent shared account scenarios. For example, multiple agents use one licensed account by sharing credentials. I understand this is not a safe and recommended practice. Just want to know if there are any licensing agreements/regulations that prevent account sharing.

Licences are for separate individuals, and technically, it's illegal to use shared accounts on Atlassian software - it breaches the terms of the contract you have agreed to.

Generally, no, it's not legal to do that.
It's a breach of your agreement with Atlassian if you use a Cloud product.

I agreed with @Nic Brough -Adaptavist- stated. One cannot share the same account license with multiple agents. It is not legal to do so with Atlassian products licenses.
