Can some one will help me out i want to assign a user who is created a change request under Reporter field.

In order to assign an issue to someone (let's call him Joe), Joe needs to have a valid JSM license and must have the assignable user permission. If, in your case, Joe is just a customer, holding no JSM license, then you can't assign him the issue.

He is not a user and he does have admin role.

In order for that user to be an assignee, you have to grant him application access. This mean that this user will have access to your instance. Are you sure you want to do that?

Yes, i am only the user for the particular instance still i am not be able to Assign to the Reporter.

@Alex Koxaras _Relational_ yes i have done the same but still if i am going to create the Change request still i am not getting the auto populate option to Reporter as mentioned in the attached screenshot.

You didn't say anything about autopopulate until now..
You can't do that on Jira cloud. You would be able to do that on Jira server with behaviours.
What you can do is:
In both cases the one who will do this action must have the modify reporter permission.

Yes i am able to do get the Reporter field is auto assigned.
Is there any possibility can i modify the field name as Created by instead of Reporter.
Behavior should be similar as Reporter but i want to modify the label as "Created by"
