It seems that no user can access their public JIRA profile nor edit it. It only shows the person's name and jira's webpage baseboard with it's version.
External Management is already turned off on General Configurations;
No Cloud Instance Data has been imported;
No Crowd/ LDAP directory is being used.
No other User function has been affected by this.

It could be that the profile plugin is disabled or something blocking it ( firewall or kind of network stuff )
look that the plugin is enabled in the administration → Manage apps → “System” plugins.
Search for “Jira User Profile Plugin”
Make sure the plugin is Enabled and all of its modules are Enabled (click ▶ to expand).
If any module is disabled, enable it and reload a profile page.

Unfortunately, this solution didn't work as the User Profile Plugin is already enabled while the error remains.
the 6/6 modules are enabled too.
