It seems like an Atlassian error. We checked on our side and did not find any reasons that could lead to the error.
As a rule, such an error can occur due to the main product billing issues. Please check your main product billing details.
Also, you can try to install the app later as it is recommended in the error message

Atlassian usually fix the problem within an hour, so please try it again. If the error persists, you will need to raise it with the vendor again - they'll need to fix their services or read the logs to find out why its not working on their end.
