What do you exactly mean by read only users ?
You might want to create a new group with only browse project permissions maybe.
But it also depends a lot on how the project permissions are as well.

You need to create a user who is not added to any groups or roles that give them permission to do anything other than "browse project".
I'd strongly recommend a group for this, as Vickey suggests, then you can change all your permission schemes to add that group to the "browse project" permission. You should also check that you are not using "any logged-in user" or "anyone" for any permissions other than "Browse"
