Can a custom series be created in JIRA Service Management Reporting?
Ideally, I want to create a chart that shows the count of Active Tickets over the past month, but I can not achieve this using the pre-defined series of Created/Resolved or by using a Dashboard.
Reporting seems a little lapse in JIRA; if it can't be done in JIRA Directly, what are the best plug-ins for creating custom reports such as this?

Our current reports are limited to 2 week sprints but all of the data is available and we could easily adjust this to support your request. Are there any other reports you are interested in?
