I have read a few posts, but I am not getting the answer.
I have a text field that captures an email address name.surname@email.com
I would like to update the Reporter field for that user.
EG if Field 1 contains email ...@email.com then update Reporter field.
My automation runs, but then the audit report says the user is inactive when the user is a valid active user.
I hope my query is clear

I ran into this as well and found that I needed to go and add the user to the project customer list before they would be able to be the reporter. In my case, dealing with external customers it can change so in my automation that catches that. Basically the first part adds the user to the reporter field, and the second part does a re-fetch and checks the reporter field. If the reporter field is empty I know the previous action failed so then I add the user as a new customer and set the reporter field again.

It makes sense, however the names I am testing with are Active customers on the portal.

Is it possible that the person triggering the rule, does not have Edit Permissions, and Modify Reporter permission?
If the auto bot is triggering then, ignore this.

Both users I tested with are Site Owners.
I also deleted a name and let the rule run, but still no luck.

Site owners are now the people who add users and billing?
They may not have permissions in your project?
If you look at the roles inside your project, and then at the permissions to Edit and Modify Reporter, are those people in a group, or role, that have been allocated those permissions?
Eg:
Modify Reporter Ability to modify the reporter when creating or editing an issue. |

I have checked the permissions - they seem correct. I also made sure that the names are in the groups.

I'm going to dig a little deeper.
To allow someone to be added to the reporter field, the person doing this needs Modify Reporter permission and Edit permission, and the person you are assigning to the reporter field. needs to have access to your project.
You seem to have ticked all these boxes.
Does the rule work, if you assign it to an internal user?

To answer on your previous comment, I am testing with internal users only. This rule will not be for external parties.
Also, I went through that confluence link above. It is not working either. It does not create a new organisation either.
This would have been nice if it could work.
