My customers receive the Request created email notification
but not the Public comment and Status change ones, despite them being enabled.
Checked Mail server logs, and there is nothing in the history logs.
Any ideas where I can look?

Can you share the config of one of the mail that should go out.
It could also be an issue on mailservers at the users end.
OoB except we added Reporter to see if that fixed it.
Tested with myself - I am an Admin for mail server as well.
Internal notifications for Agents work - but only Created works for Customers.

What if you uncheck the box "Exclude the person who cause the action"
