Myself as an Admin and also the Customers who use our customer portal to make requests cannot see anything in the 'Requests' search. We have 100s of requests in all different states, but no matter what we try to search the search comes up empty.
Is this feature broken? What are we doing wrong?
well it seems to work for me. see below. just to be sure, before searching, can you ensure that you see issues in the main screen then find a word that exists in one or more of the issues you see and then search for that word. If nothing is returned then indeed you have a problem and you should reach out to Atlassian Support.

After getting some help from support, it turns out that users can only see requests that either they created or were shared with them. I've now arranged customer groups and sharing so that everyone who needs to search requests can see the ones they need!
The feature works, it's just the details are a little obscure!

Dan, yes that for sure is the case. I'm sorry I did not pick up on this earlier. I was assuming you were saying they could not see requests they themselves created or were shared w/ them. I should have thought to touch on that point. Sorry but glad it is sorted out now!
