Checking for a resource that documents if deleting user groups impact other functions within Jira. What is best practices for updating user groups.

Just going to try and answer your question, just about all of these can negatively affect how Jira works, for the exception being watched issues. here are some more details about what can happen when deleting a group in Jira in the following article. View Create or Delete a Group - Delete a group. And on the page it states:
Before you delete a group
Check whether the group is being used by any permission schemes, email notification schemes, issue security levels, or saved filters.
Consider the impact this may have on users in that group. For example, if a user receives access to a specific feature only from this group, then the user will no longer have that permission and it may impact their work.
Since the Boards in Jira can be dependent on shared filters, they too are susceptible to having problems displaying if they are setup to share to a group that has been deleted from Jira.

I wanted something for Jira Cloud also the link above is for Data Center and Server.

Generally if you have a link to a resource in the Atlassian knowledge and you notice it is is for the Data Center and Server you can very easily find the cloud version as well. In the right corner of the page you will see this and can just click on cloud.
