Hello @Blair 

Do you need customers to download information or do you need information the be available to customers?

In the first case, customers can download attachements through the customer portal when those are attached to an issue.

In the latter case, you could use Confluence to set up a knowledge base with the relevant information.

If you want to achieve something else, please elaborate on what you would like to achieve.
