How can I change the default notification rules for both new and existing users?

You’re referring to the alert notification rules found under personal profile settings (at /jira/settings/personal/alert-notifications).
At the moment, Jira/JSM does not let admins set or update the default alert notification rules for new or existing users—each user manages these settings themselves from their personal profile. There isn’t a bulk option or admin override that still allows users to customize their notifications later.
The best workaround is to provide users with a guide or template during onboarding so they know how to set up their notification rules.
