I want to remove an announcement from my Service Desk Portal. I am an admin and I followed the instructions from Jira. But I have no option to customize the portal and remove an announcement. Why is Jira so difficult?

Are you following instructions presented by the in-app Help, or documentation found elsewhere? If you are following documentation found elsewhere, can you provide a link to that so we can review it?
Are you trying to remove an announcement that displays in a single Portal (for a single JSM project) or in the Help Center (showing all JSM projects)?
As per this documentation a Project Admin can manage the portal announcements for their projects, while a Product Admin (Jira Administrator) can manage the Help Center announcements.
Can you provide a screen image of the screen you are viewing when you say you have no option to customize the portal?

In your project, select Channels
Hover over Portal and select Open.
Once in the portal, select Customize from the top navigation, and from the dropdown, select Manage announcements.
Enter the announcement title and message.
Select Save changes.
After step two I see this in my own environment.
Notice it shows my avatar in the upper right corner. In your image it shows "Log in" which would lead me to believe you opened this somehow in a browser where you are not authenticated/logged in to Jira.
Did you first login to Jira, then go to the "inbanx Client Support" project in Jira, and then select the Channels option?

@Jim Miller Does your screenshot currently show the "announcement banner"? Do you mean this text on your screenshot with number and email? I believe this is not considered as an anouncement banner but actually a portal introduction text that you can change in Project Settings -> Channels & Self Service -> Portal.
But if that is not what you mean, then I do agree with @Trudy Claspill that you would need to log in as the screenshot shows you are not currently logged in.
