It seems like there may be some configuration mistake where the end-users are not able to see and approve the issues they need to.
It's also that the approval emails were not sent to them.
This behavior is not expected. To allow non-JSM access users to approve issues, what should I to configure the system accordingly?Thx!

Can you elaborate a bit on how you've set this up right now?
Normally you add an approval step on your workflow which would in turn trigger the notifications sent to the Approver.
This does require you to also set a Request Type otherwise it won't show up on the portal
